Ha Jong-mok graduated from the Department of Public Administration at Yonsei University and entered public service through the 42nd National Administrative Examination.
He has held key positions including Director of the Administrative Policy Division at the Office for Government Policy Coordination, Director of the Local Tax Policy Division at the Ministry of the Interior and Safety, Director General for Planning and Coordination of Gyeongsangnam-do Provincial Government, and First Vice Mayor of Changwon.
Since February 2026, he has served as Director General of the Disaster and Safety Prevention Policy Bureau at the Ministry of the Interior and Safety, overseeing national disaster and safety prevention policies.

He is also a member of the Presidential Commission on Carbon Neutrality and Green Growth and the Corporate Disaster Reduction Committee under the Ministry of the Interior and Safety.

His expertise covers property treaty underwriting, portfolio management, client relationship management, and strategic business development across diverse international markets including Southern Europe, Iberia, and APAC.

He is currently engaged in initiatives related to disaster risk management and resilience at Tokio Marine Holdings, Inc. His work focuses on strengthening disaster preparedness and response capabilities through collaboration among industry, government, and academia.

He has been actively involved in promoting cross-sector initiatives, including activities under the Disaster Prevention Consortium CORE. Through these efforts, he has contributed to the planning and implementation of projects aimed at enhancing societal resilience to natural disasters.
